BOARD OF DIRECTORS
Mr. Raj Shah is dedicated to contributing to the improvement of the health industry, and he is specifically committed to finding individualized health solutions for the chronic disease population, especially within the global "communities in need” afflicted with health disparities. Mr. Shah believes that by focusing on the convergence of clinical research with clinical care, public health, and health education, the industry will be better equipped to deliver the best evidence-based patient outcomes. His vision is to provide integration of processes for better collaboration and performance at the point of care in order to supply the safest and most cost-effective patient care. His strategy is to integrate information, technology, process, best practice, and standards through the use of health informatics applications and systems for providers and physicians that support patient need for prevention, early disease detection, care management, and research.
With experience in the areas of energy, environment, financial engineering, management consulting, technology development, and infrastructure development projects, Mr. Shah has directed over $1 billion in business through his management roles with Engelhard and Control Data Corporation, both Fortune 100 companies, and now with CTIS, Inc. CTIS has received major awards for quality, best practice, technology, information, and communication. Most notable among these awards were given by the National Institutes of Health, CIO magazine, Computerworld, British Medical Journal, and the Office of Management and Budget. In addition, Mr. Shah has received multiple leadership awards from health institutes and community organizations and serves as a member of the National Advisory Council on Minority Health and Health Disparities. Mr. Shah was invited to the 2010 G20 Health Summit and published a paper on Global Health and Information and Communication Technology.
As a non-profit institute supporter, Mr. Shah has been committed to corporate citizenship by supporting the healthcare needs of the community. He has also been a member of the governing boards, leadership boards, institutional review boards, trusteeships, board of directors and advisor for over 25 institutes. Mr. Shah has given over 100 lectures, talks and panel memberships at workshops, conferences, and seminars. Mr. Shah has a bachelor's degree in Chemistry/Physics from Bombay University; a masters degree in Chemistry from University of Detroit, and advanced training from the University of Chicago and Harvard Business School.
Terry Lierman, as Chairman of CSGI, oversees the company in the development of information technology solutions in the healthcare field. He is also a member of the CTIS Board of Directors and is a Senior Advisor to CTIS’ CEO. Prior to his move to CSGI, Mr. Lierman served as the Chief of Staff for Democratic Whip Steny H. Hoyer (MD), where he oversaw and managed the Hoyer’s Offices, the Personal, Regional, Political, and Campaign Offices.
Mr. Lierman began his career in the health field at the National Institutes of Health, where he assisted in budget and policy development, administration, grants, and contracts. He then moved to the U.S. Senate Committee on Appropriations, where he was the Staff Director of the Labor Health and Human Services (HHS) Appropriations Subcommittee as well as the full Committee. With his policy expertise and political background, Mr. Lierman founded several companies and organizations, including Capital Associates, Inc., Children’s Research Institute at Children’s Hospital National Medical Center, and National Coalition for Cancer Research, to name a few. He has volunteered with many community service organizations and has held board positions with many health organizations. Mr. Lierman, who has published several books and articles, earned his bachelor’s degree in political science from Winona State University, Winona, MN, and his master’s degree from the University of Wisconsin.
Robert Cone is on the Board of Directors at CTIS, Inc. He is the former co-owner of Graco Children’s Products, Inc., a world leader in the manufacturing of infant and children’s furniture; the owner and president of ITNAC Corporation, a manufacturer of material handling equipment; and the owner and President of Athlon, Inc., a manufacturer of exercise treadmills. Robert Cone is a board member of Shepherd's Home and founder and president of two charitable foundations. Robert Cone holds a bachelor's degree in mechanical engineering from Drexel University.
Steven Meltzer, a member of the Board of Directors at CTIS, Inc., is a partner of the law firm Pillsbury Winthrop Shaw Pittman LLP, where he represents privately- and publicly-held companies in a wide range of transactions, including mergers and acquisitions, divestitures, joint ventures, international and domestic marketing and distribution agreements, venture capital financings, and public and private securities offerings.
Mr. Meltzer focuses his activities in the information technology, biotechnology, healthcare, defense and intelligence industries. He chairs the Board of Trustees of the New England Institute of Technology and serves as a director or advisory board member of several companies. He serves as Secretary, a member of the executive committee and legal counsel of the Technology Council of Maryland, is a member of the MdBio board, and is founder and legal counsel of the Maryland Angels Council. He has been honored as one of the 2011 Best Lawyers in America, Securities / Capital Markets Law (2006-2011) and was awarded the 2011 Entrepreneur Navigator Award, The Entrepreneur Center—Northern Virginia Technology Council. Mr. Meltzer received his bachelor's degree from Brown University and both his law degree and master of business administration from Harvard University.
Major General Elder Granger, as Chief Medical Officer and Chief Medical Informatics Officer, provides thought leadership and oversight in building Clinical Trial Research Management (CTRM) informatics and Health Information Exchange (HIE) solutions for CTIS’ clients. MG Granger is also the President and CEO of The 5Ps, LLC, a health care, education, and leadership consultancy. MG Granger served as the Deputy Director and Program Executive Officer of the TRICARE Management Activity, Office of the Assistant Secretary of Defense (Health Affairs), Washington, DC. In this role, he was the principal advisor to the Assistant Secretary of Defense (Health Affairs) on DoD health plan policy and performance. He oversaw the acquisition, operation and integration of DOD's managed care program within the Military Health System for 9.4 million beneficiaries with a staff of 1800 and a budget of $22 billion.
Prior to joining TRICARE Management Activity, MG Granger led the largest U.S. and multi-national battlefield health system in recent history while serving as Commander, Task Force 44th Medical Command and Command Surgeon for the Multinational Corps Iraq. He has led at every level of the Army Medical Department with previous assignments as Commander, 44th Medical Command, XVIII Airborne Corps Command Surgeon and Director of Health Services, Fort Bragg, North Carolina. MG Granger earned a bachelor of science from Arkansas State University in 1976 and was commissioned through the Reserve Officer Training Corps. He earned his Doctor of Medicine degree from the University Of Arkansas School Of Medicine in 1980. He completed a residency in Internal Medicine in 1983 and a fellowship in Hematology-Oncology in 1986 at Fitzsimons Army Medical Center. He is board certified by the American Board of Internal Medicine with sub-specialty boards in Hematology and Medical Oncology, certified in Medical Quality, as a Physician Executive, and Healthcare Executive.
Mehul Shah, as Executive Vice President and Chief Innovation Officer, is responsible for managing the innovation process inside the organization that identifies strategies, business opportunities and new technologies. He focuses on developing new capabilities and architectures with partners, new business models and new industry structures. He has extensive experience in professional services and software products in the computer field within the domestic and international markets. Mr. Shah is an experienced executive with over 16 years experience working with multiple Fortune 50 companies in the IT field, focusing on the healthcare, manufacturing, and finance industries. His corporate experience includes leading multidisciplinary teams across the globe, with a specific focus on thought leadership and strategic planning, business modeling, product design and development, application integration, and technical and operations management. Mr. Shah has achieved his Six Sigma black belt certification and has enabled companies to achieve CMMI Level 5 and PCMM Level 5 ratings. He earned his bachelor’s degree in computer engineering from Mumbai University.
Joy Motheral, as Executive Vice President and Chief Operating Officer (COO), is primarily responsible for overall operations along with management of CTIS’ government, commercial, and international contracts. She is also the CSGI BOD Treasurer. She oversees CTIS’ business partnerships, strategic alliances, teaming relations, and institutional collaborations. Ms Motheral returns to CTIS after having previously worked for the company from 1989-1996. Ms. Motheral brings over 23 years of experience in management, business administration, federal contracting and information technology to the CTIS leadership team. She also has extensive expertise in requirements analysis and needs assessment. Prior to her return, Ms. Motheral has earned a reputation in the past 15 years for delivering top-notch business intelligence enterprise solutions throughout the federal government; most recently with the U.S. Department of State’s Public Diplomacy Office. Transforming the vision to an implemented solution, she has deployed global applications for both the federal and non-profit sectors and managed diverse teams. Ms. Motheral has a bachelor’s degree in psychology from Central College in Pella, IA and has done graduate work in social work and theology at Rutgers University. A member of Toastmaster’s International, Ms. Motheral is a certified Project Management Professional with additional certifications in Quality Assurance and Earned Value Management and CMMI Level 2.
MANAGEMENT TEAM
Graham Perry is Senior Vice President of Corporate Strategy and Business Development at CTIS. He is responsible for providing direction in all aspects of corporate strategy, business development, customer innovation and key alliances. Graham has a proven track record in leadership, marketing strategy, sales/business development. He has a focus on achieving results in Healthcare/Life Sciences spanning government, commercial and higher education. His career background includes IBM and most recently SAS Institute. His contributions to the community include being on the Board of Directors for Life Experiences and being a founding member of the Duke Children’s Hospital Road to Life. Mr. Perry earned a bachelor’s degree from York University, Toronto.
Mr. Shaw is Chief Financial Officer (CFO) at CTIS. He is responsible for all strategic and tactical matters as they relate to budget management, cost benefit analysis, contract pricing, forecasting strategies, and securing and managing funding requirements. Mr. Shaw is an experienced “C-level” financial professional with a proven track record with equity investors and family owned businesses.Mr. Shaw’s career background includes public accounting experience as a partner with KPMG. In private industry he was a CFO for Workflow Management, an $800 million office products company and DASI Corporation a $500 million Dairy products company as well as numerous smaller family owned businesses primarily in the Government and Health Care industries. Mr. Shaw was co-founder of KJC Financial Services, an outsourced bookkeeping and CFO Service business. Mr. Shaw is an Adjunct Professor at Howard Community College.Mr. Shaw earned his BBA from Pace University in New York City and is a Certified Public Accountant. He is a member of the American Institute of Public Accountants (AICPA) and New York State Society of CPA’s. He is an active board member for Howard County Academy of Finance for the Howard County Public Schools.
Sudhir Raju, as Senior Vice President and Chief Program Officer, provides oversight, management, and direction for the development of IT solutions for the health industry. He leads the efforts to deliver technology solutions for CTIS’ healthcare customers to achieve their missions and goals including program management and solutions development. He also serves as the Program Manager for the CTEP-ESYS program for developing cancer clinical trials informatics solutions for NCI, NIH. Mr. Raju is an experienced executive with over 17 years experience working in the IT industry. He has extensive experience in managing and coordinating projects involving process reengineering, stakeholder management, architecture, analysis, design, development, and implementation of software solutions for the health informatics industry. Mr. Raju earned his bachelor’s degree in engineering from the Indian Institute of Technology, Kharagpur, India; a master's degree in computer systems management from University of Maryland, University College; and a master of business administration from Cornell University.
Crystal Reed Evans, as Vice President and Chief Communications Officer, manages communications related to public health and health disparity programs such as health promotion for federal and state health contracts. As the Deputy Project Manager for CTEP-ESYS, Ms. Evans manages clinical trials informatics involving more than a million patients and 20,000 principal investigators. Ms. Evans coordinates and manages all OMB 300/CPIC submissions for CTEP, as well as manages monthly EVM reporting. With more than 10 years of experience in the field of customer service, Ms. Evans provides management oversight for various support areas such as Training, Help Desk, Documentation, and Onsite Support. She has over 15 years of experience in supporting biomedical and clinical informatics for CTEP, NCI. Ms. Evans holds a bachelor’s degree in health science and policy and a certificate in public administration from the University of Maryland.
Connie Dalton Ezerski, as Vice President and Corporate Services Officer, provides executive direction over functional areas including human resources, administration, communications, employee, and community relations, through departmental directors and administrative personnel, thus ensuring overall efficiency, productivity, and accountability. She is a direct liaison between the Offices of the CEO, COO, partners, and alliance organizations. Ms. Ezerski is the Corporate Secretary for CTIS and CSGI as well as Notary Public for the State of Maryland. She brings over 10 years of experience in providing assistance and reporting to the CEO.
Rajiv Shahi, as Vice President and Chief Information Officer, provides overall infrastructure and information technology management, coordination, direction, and support. He also provides executive leadership to the Product Development team with a specific focus on developing mobile applications to ensure that products are aligned and address corporate objectives. Mr. Shahi is an experienced executive with over 12 years of experience in delivering high-end healthcare informatics solutions for the NIH in support of core business practices. Mr. Shahi holds several degrees: a bachelor’s degree in electronics engineering from R.V. College of Engineering, Bangalore, India; a master's degree in engineering management/advanced manufacturing from Queensland University of Technology, Brisbane, Australia; and a master’s in computer systems management/software development from University of Maryland University College. Additionally, he has Project Management Professional (PMP) and Microsoft Certified Application Developer (MCAD .NET) certifications.
Vivek Pillai, as Vice President and Chief Technology Officer, provides direction for all technology-related issues in support of information operation and core company values. He aligns CTIS’ technology vision with business strategies by integrating company processes with appropriate technologies. He is responsible for providing leadership to the development and management of systems integration solutions, catering to the enterprise information intelligence and knowledge needs of CTIS' customers. Mr. Pillai has over 12 years of experience in the healthcare and health research industry in the areas of software development, system integration, and program management. Mr. Pillai holds a bachelor’s degree in mechanical engineering from S.E.S College of Engineering, Kopargaon, India and a master's degree and a master of business administration in technology management from University of Maryland University College. In addition, he is Project Management Professional (PMP) certified since 2005.
Madhavi Rahman, as Senior Director of Human Resources (HR), manages HR department policies, procedures, all personnel activity and employee morale. She manages recruiting, conducts employee orientation program and oversees company-wide operations, supplies, equipment purchase, leases, office infrastructure, and company insurance coverage. Ms. Rahman also provides internal and external clients with office administration and HR support services. She has over 15 years of experience in HR. Ms. Rahman received her bachelor’s of commerce from Jesus and Mary College, New Delhi, India, has completed her Senior Professional in Human Resources (SPHR) and is a candidate for a master’s of business administration from the University of Phoenix.
