The Strategic Partners Acquisition Readiness Contract (Small Business), or SPARC, is a multiple award, IDIQ, performance-based contract that is available to all components within CMS and all Health and Human Services (HHC) operating divisions to procure IT system development services from end to end.
The scope of work under the SPARC IDIQ Contract entails the planning, design, development, testing, implementation, operations coordination, and maintenance for CMS’ and HHS/HHS OPDIVS automated systems and business application software that integrate hardware, software, and communication technologies.
