As Controller for CTIS, Yuka Felten is responsible for the firm’s accounting and financial operations. She reports to the CEO and works with other senior leadership members to achieve CTIS’ corporate goals.

Prior to joining CTIS, Yuka worked at SBG Technology Solutions based in Alexandria, Virginia, starting out as Comptroller and then as CFO for a total of 13 years.

Yuka is also a Certified Public Accountant with over 10 years of public accounting experience from PwC (Baltimore, Maryland), KPMG (Tokyo, Japan), and Arthur Andersen (New York, New York). During her public accounting days, she performed various audit and business consulting engagements including coauthoring “Implementation Guidebook of International Financial Reporting Standards” edited by KPMG Azusa & Co. and published by Chuo Keizai (2005).

Yuka holds a Bachelor of Science in Accounting from New York University Stern School of Business and a Master of Business Administration from Old Dominion University.

She has two daughters attending college and lives in Maryland with her US Navy veteran husband and her rescue dog.

Srikanth Uppalapati is the Chief Innovation and Development Officer, a position held since 2021 from which he manages the company’s innovation and technology development processes. Srikanth and his team identify new business opportunities and ways to incorporate new technologies into existing and future projects, and he leads the company’s transformation and capacity development to ensure that cutting edge technologies are incorporated into the company’s operations and program delivery. Srikanth joined CTIS in 1999 as a Software Developer and he took on increasing levels of responsibility including as a Technical lead, Management lead for Products, Projects and Programs, Empowerment Manager, and as lead for a major contract from the NIH’s National Institute of Allergy and Infectious Diseases in support of its Regulatory Support Center. He has 18 years of experience in managing a team of IT professionals.

Srikanth began his IT career in India with Virtual Wizards. He holds a M.S degree in Informatics from Johns Hopkins University and a range of professional certifications, including PMP, CSM, SAFe® 4 Practitioner , SAFe® 4 Agilest (SA), SAFe® 4 Government Practitioner, SAFe® 4 Product Owner/Product Manager (PO/PM). Srikanth is a history buff so in his spare time he loves to read books on history as well as biographies. He is also well-travelled, having visited 12 countries and 21 US states so far.

Miten Shah is CTIS Vice President and Corporate Treasurer. He has served at CTIS for over 20 years. As VP, he focuses on ensuring the firm’s financial health, and he oversees all contract budgeting, compliance activities, and financial operations to meet financial commitments and to develop growth strategies for improved ROI aligned with the corporate vision. He often takes on the critical role of liaison between the delivery team and the finance/accounting team to ensure effective program management and alignment of activities with organizational goals.

Miten joined CTIS as a Contracts Manager and he took on increasing levels of responsibility in financial management more broadly, FAR compliance, budgeting and forecasting and strategic planning. Miten brings both public and private sector experience to his roles, having held positions at the National Institutes of Health (NHLBI, NIAID, NIHMD), the Moffitt Cancer Center, Inova Hospital System and Medstar Washington Hospital Center. He began his career as an equity trader at Ajit K Vajani, Mumbai Stock Exchange. He holds a BS in Accounting and a BS in Finance (ongoing). Miten is a proud board member for GKHET Inc., a non-profit organization that supports health and education programs for under privileged children in India. To date the organization has funded the elementary school education of more than 100 children and it has led several relief drives in disaster management.

Carlos Rivera is the Senior Vice President of Special Projects at CTIS. In this role, he is responsible for providing experiential leadership and contributing to corporate goals through development and support of strategic and operational initiatives and strengthening the spirit of entrepreneurship and innovation company wide.

Carlos joined CTIS in 2020 and served as Vice President of Business Operations before assuming the of role of Chief Business Development Officer. Prior to joining CTIS, Carlos served in the US Army for 23 years and he still serves today in the US Army Reserves.

Carlos holds a BA degree from Florida International University and a MMIS degree from Embry Riddle Aeronautical University. Carlos’s professional roles and his personal interests have allowed him to travel to 30 states and dozens of countries across five continents. In his free time, he marvels at his two young children enjoying their giggles and observing how their curious minds drive their actions. He and his wife enjoy the simple pleasures of taking the kids to the park and just playing. With his remaining “spare time”, he and his wife plan their next adventures over a glass of wine.

Madhavi “Madhu” Rahman leads the company’s Human Resources and Administrative Service functions, a position held since August 2022. Prior to taking on this leadership role, Madhu served as Senior Director of HR and Management services. She started her career at the company in the accounting and administrative area, then took on increasing levels of responsibility in HR. Madhu has a steady hand in all that she does, putting at ease everyone around her. Madhu holds a BA in commerce from the College of Jesus and Mary (India). In her free time, she enjoys artistic film, traveling, hiking and camping and she love to spend time with her many friends and family.

Jay Mehta is the Chief Data Officer for CTIS, responsible for design, development and promotion of data storage, analysis and retrieval technologies across the Company’s portfolio. Jay joined CTIS in 1998 as a Database Administrator, taking on increasing levels of responsibility over time to include positions as Manager of the Database Administration Team, Configuration Team Manager, and CTEP-ESYS Security Analyst and Director. Jay has over 25 years of experience in leading teams of IT professionals. Prior to joining CTIS, Jay worked in a range of positions at other companies, including Ken Warwick Associates ( New York NY); GTE ImageSpan (Stamford CT), GTE SpaceNet (McLean VA) and Mobil Oil Corporation (Falls Church VA). He is also a former IT business owner where he and his team created a Patient Management/Medical Practice Management System.

Jay holds a MS degree in Computer Science, Stevens Institute of Technology, Hoboken NJ; a BE in Electronics and Communication Engineering, Gujarat India; and is an Oracle Certified Professional. He serves as Editor of the Oracle Database Security Benchmark, Center for Internet Security (CIS), since 2016.

In his free time, Jay is an avid biker, accumulating miles on the Washington DC area bike trails, and he is a hiker as well, exploring trails in the Shenandoah and Virginia/Maryland mountains and more exotic locations like Andalucía, Spain. More locally, Jay can be spotted walking the park trails with his dog Kobi in Northern Virginia. He has traveled to more than 15 countries and 30 US states.

Blaze Mathew is Vice President and Chief Information Officer at CTIS. With a strong focus on delivering IT excellence to clients, Blaze ensures that CTIS remains at the forefront of technology, adheres to best practices, complies with federal guidelines, and follows risk management frameworks. With over 27 years of experience, Blaze has demonstrated expertise in managing large-scale IT Enterprise systems, including for the National Cancer Institute’s Cancer Therapy Evaluation Program, a multi-year- $100 million project which supports cancer clinical trials across the United States. Blaze holds a Master’s degree and MBA in Technology Management from the University of Maryland. He is a CCSP (Certified Cloud Security Professional). He also holds an AWS cloud accredited certification for AWS Partners in both Business and Technical areas. Blaze’s accomplishments have been acknowledged through numerous awards and recognitions, including by the Director of the National Cancer Institute for his work in implementing the NCI Experimental Therapeutics Clinical Trial Network. Blaze was also honored as a Finalist in 2021 for Washington Exec’s Chief Information Officer of the Year award for his exceptional leadership in the field. Outside of his professional endeavors, Blaze is an active volunteer at his local church and community and he enjoys playing the drums, guitar and piano.

Vaibhav Kothale has served since 2021 as Vice President for Program and Projects at CTIS, a role in which he is responsible for oversight of the coordination, integration, and delivery of all programs, contracts, and related services, and for promotion of collaborative relationships across the company’s program areas to ensure that client requirements are consistently met. Vaibhav joined CTIS in 1999 as a Software Developer and he took on increasing roles of responsibility over time, including his long-serving role as Director for Project Management. He is particularly proud of his seminal role in delivering multiple products to the National Cancer Institute, especially the Cancer Therapy Evaluation Program (CTEP) Enterprise Information System, a Datawarehouse with ad-hoc querying capability, and the CTEP-Adverse Event Reporting System (AERS). Vaibhav has more than 20 years’ experience in managing a team of IT professionals.

Vaibhav began his career in Mumbai, India as a software developer with Tata Consultancy Services. He holds a Master’s degree in Technology Management from University of Maryland University College, a B.S. degree in Computer Science (Marathwada University, India), and he is a certified Project Management Professional. In his free time, Vaibhav loves to coach and guide young people in the game of cricket. He is also a travel enthusiast, having visited 22 US states and several European countries.

Prasanth Kada serves in a dual role as both Chief of Staff, with oversight for all business operations, and as Vice President/Chief Information Security Officer with responsibility for protecting the confidentiality, integrity, and availability of enterprise information systems. He leads the Information Resource Management team to ensure compliance with cybersecurity requirements and to manage risk for the enterprise infrastructure. Prasanth joined CTIS in 2008 as a Desktop Administrator, and was promoted to roles with increasing levels of responsibility over the years, including as manager of a large team of IT professionals focused on security issues 7 years ago. Among his many accomplishments at CTIS is his spearheading of both the Office 365 Hybrid Cloud implementation and the migration of corporate resources from On-premises to Cloud. Prasanth holds an MS degree in Software Engineering and a BS degree in Electrical and Electronics Engineering, along with number certificates such as Microsoft Certified Cybersecurity Architect Expert, Microsoft Certified Solutions Expert Cloud Platform and Infrastructure, ITIL, and SAFe 5 Practitioner. In his free time, Prasanth enjoys exploring new places and spending time with his family and friends.

As the Strategic Growth Officer for CTIS, Shannon Dillon brings a wealth of expertise to our team. With a remarkable career spanning over 25 years, Shannon has demonstrated her exceptional skills and dedication in various facets of the IT industry. Her diverse background encompasses IT project management, federal procurement, business development, IT sales, proposal and capture management, business and budget analysis, as well as contract administration and management.

Prior to her role at CTIS, Shannon served as a GS14 IT Specialist at the Department of Health and Human Services (HHS), where she honed her skills and contributed significantly to the federal IT landscape. Her extensive experience in federal sales, coupled with her ability to cultivate strategic partnerships, positions Shannon as a valuable asset in the world of IT.

Beyond her federal experience, Shannon Dillon has collaborated with industry leaders such as Hewlett Packard and SAIC, further expanding her knowledge and network. Additionally, she has leveraged her expertise to assist numerous companies focused on the federal market through her own consulting firm.In her spare time, Shannon is a passionate advocate for community service. She dedicates her time and energy to volunteering with the veterans’ nonprofit organization, 4Wheel2Heal, and contributes to the welfare of animals by volunteering with Paws Crossed Dog Rescue.

Shannon’s commitment to excellence, paired with her unwavering dedication to both her professional and philanthropic endeavors, makes her an invaluable member of the CTIS team.

Yogi Byreddy is Vice President and Chief Technology and Architect Officer. As he likes to put it, every day, he strives to improve patients’ lives through Information Technology.

Yogi joined CTIS in 1998 as a Software Developer and he was promoted to increasing levels of responsibility in a range of positions, including as Technical Lead, Project Manager, and Deputy Principal Investigator/Program Manager for the NCI-supported Cancer Therapy Evaluation Program contract (CTEP) of more than $100 million, the latter being a role which he still holds. Yogi was the chief architect and remains the key technical lead for the more than 25 solutions comprising the CTEP enterprise system (CTEP-ESYS). In recognition of his contributions in support of cancer clinical trials, he has received the NCI Director’s Merit Award five times, specifically for his “exceptional vision and leadership in project development, commencement of the re-engineering of CTEP’s integral IT infrastructure, and his contributions towards Clinical Trials, and Implementation of Adverse Events Reporting System at NCI.”

Yogi has led a team of IT professionals for 22 years. Prior to joining CTIS, he held positions as an IT professional at AMI Sanag Micromations (India) and GDM (Global Data Management, India). Yogi holds a B.S. degree in computer Science & Engineering from Mysore University (India); and an M.S. degree in Data Analytics from University of Maryland University College. He is certified as a Project Management Professional (PMP) , SAFe® Agilist, SAFe® Product Manager/Product Owner, SAFe® for Government Practitioner, Scrum Master, HL7 V3 RIM R1 Specialist, Oracle, Healthcare Transaction Base Specialist and Oracle Healthcare Master Person Index Specialist. As a true technophile, Yogi spends much of his free time exploring and testing new technologies.
